City of Washington Business Incentive Programs

Washington LERTA

The City of Washington has implemented a Local Economic Revitalization Tax Abatement (LERTA) ordinance. Properties eligible for the City’s LERTA tax abatement program are commercial buildings located in the Business Improvement District, General Business District, or the Development District. Approved applicants will receive tax abatement of increased taxes resulting from building improvements at a rate of 100% for three years.

Business Privilege Tax Abatement

New businesses in the City of Washington are eligible for Business Privilege Tax Abatement according to the following schedule:

Year 1 – 100%
Year 2 – 75%
Year 3 – 50%
Year 4 – 25%

Application must be made within 90 days of locating your business in the City and should be sent to the City of Washington Treasurers office.

Main Street Loan Program

Washington County Council on Economic Development has established a $2 million loan pool from local bank(s) with a borrowing rate of between 3% and 5%. Term of the loans will be for a maximum of 10 years, with the average borrower term expected to be around 72 months. This product will be used to address the commercial vacancies in the City of Washington Main Street areas. The maximum loan amount will be $250,000.

Permissible uses for the construction financing include; owner-occupied building purchase, rehabilitation, remediation, construction, demolition, commercial build-out and/or upper floor housing development.

SBA Microloan Program

Provides commercial loans from $5,000 to $50,000 in Washington, Greene, Westmoreland and Fayette counties in Pennsylvania. The purpose of this financing is to encourage the creation and growth of new and expanding small businesses.

Redevelopment Authority Incentive Loan Program

The Redevelopment Authority Incentive Loan Fund is designed to provide incentive for existing businesses to relocate to Washington County, Pennsylvania. Eligible companies must generate substantial increase in employment, tax revenues or other measure of economic activity. Applicants must be owners or purchasers of commercial or industrial projects. Businesses must be service, manufacturing or industrial operation, excluding warehouse and distribution centers. Applicants capital investment must be $5,000,000 or more in the project for which financial assistance is being requested. The minimum loan amount is $100,000 and the maximum amount is $500,000. The maximum term for the loan is five years. Within two years from the date of closing applicants must create one new full-time job for every $1,000 borrowed with a minimum of 100 jobs paying at least 125% of median income for the area.

Washington County Revolving Loan Program

The Washington County Revolving Loan Fund is designed to promote and encourage investment and job growth in the City of Washington. Applicants must be private companies, who are owners or purchasers of commercial or industrial projects located in or currently in the process of locating to the City of Washington. The minimum loan amount is $35,000 and the maximum is $200,000 or 25% of the project. The term of the loan is 15 years and the interest rate is the PIDA rate for Washington County at the time of closing. During the first 12 months only interest is due.
