PROPOSED WASHINGTON COUNTY FY 2013 ANNUAL ACTION PLAN

The proposed Annual Action Plan for FY 2013 has been prepared. The Consolidated Annual Plan for FY 2013 outlines how the County intends to expend Community Development Block Grant (CDBG) Program funds, HOME Investment Partnerships (HOME) Program funds, and Emergency Solutions Grants (ESG) Program funds. In accordance with the federal regulations at 24 CFR, Part 91, the County is required to prepare and submit an Annual Action Plan for its Housing and Community Development Programs.
In order to obtain the views of citizens, public agencies, and other interested parties, the County of Washington has placed its proposed FY 2013 Annual Action Plan on public display from March 12, 2013 through April 10, 2013. The proposed Annual Action Plan for FY 2013 will be available for public review for 30 days. Public comment on the proposed Action Plan can be directed to the Redevelopment Authority of the County of Washington, 100 West Beau Street, Suite 603, Washington, PA 15301.
The Redevelopment Authority and Washington County Board of Commissioners receive Housing Hero Award

The Redevelopment Authority and the Washington County Board of Commissioners received the Housing Alliance of Pennsylvania’s Housing Hero Award on December 4, 2012 during the Housing Alliance Homes within Reach Conference for supporting affordable, accessible housing. The Washington County project is one of only four projects that received an award.
FY 2011 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

In accordance with Title I of the National Affordable Housing Act of 1990, P.L. 101-625, the County of Washington has prepared its Fiscal Year 2011 Consolidated Annual Performance and Evaluation Report (CAPER) for its Consolidated Plan. The Consolidated Plan is a requirement for direct assistance under certain HUD Housing Programs and for the Community Development Block Grant Program. This report describes the level of housing assistance and other community development activities provided to low and moderate income persons and households through various federal funding programs during Fiscal Year 2011 (July 1, 2011 through June 30, 2012).

Hotel California Grounbreaking

 The Washington County Board of Commissioners and the Redevelopment Authority held groundbreaking ceremonies today to mark the development of a new hotel in the Borough of California. California Hotel Associates will build a new Hampton Inn & Suites on five (5) acres of land it is purchasing from the Redevelopment Authority in the California Technology Park.

Washington County Local Share Account (LSA) Program

All requests for 2013 LSA funds are due to the Redevelopment Authority of the County of Washington by 5:00 PM on October 17, 2012. Washington County FY 2010-14 Five-Year Consolidated Plan
The Washington County FY 2010-14 Five-Year Consolidated Plan outlines priority needs, goals, and objectives for housing needs, non-housing community development needs, homeless needs, and non-homeless special needs. The Plan also outlines how Washington County will utilize Community Development Block Grant (CDBG) funds, Home Investment Partnerships Program (HOME) funds, and Emergency Shelter Grants (ESG) funds over the next five year period.
Washington County Homebuyer Assistance Program
The Redevelopment Authority of the County of Washington has established the Homebuyer Assistance Program to assist first-time homebuyers in attaining their goal of home ownership by providing financial assistance for the purchase and rehabilitation of eligible housing units.
