Welcome to the Redevelopment Authority of the County of Washington

Established in 1956, the Redevelopment Authority administers the Federal Community Development Block Grant, Home Investment Partnerships, and American Dream Downpayment Initiative Programs for the County of Washington.  The Redevelopment Authority also manages eight elderly residential facilities, which it developed and promotes economic development. 
Located in the City of Washington, Washington County, Pennsylvania, the Redevelopment Authority provides a variety of programs for County residents, including a Home Rehabilitation Program, Homebuyer Assistance Program, and Access Program, which provides home modification assistance for accessibility needs.  Additionally, the Redevelopment Authority offers a number of business loan programs including a Revolving Loan Fund, Incentive Loan Fund, and Mid Mon Valley Enterprise Zone Revolving Loan Fund.

The proposed FY 2015-2019 Five-Year Consolidated Plan and Annual Action Plan for FY 2015 have been prepared. The Five Year Plan outlines the County’s housing and non-housing community development needs and priorities over the next five years. The Consolidated Annual Plan for FY 2015 outlines how the County intends to expend $3,172,492 in federal Community Development Block Grant (CDBG) funds, $465,116 in Home Investment Partnerships (HOME) funds, and $286,174 in Emergency Solutions Grant (ESG) funds.  In addition to the funding sources noted, the County anticipates the receipt of approximately $50,000 in CDBG program income. In accordance with the federal regulations at 24 CFR, Part 91, the County is required to prepare and submit a Five-Year Consolidated Plan and Annual Action Plan for its Housing and Community Development Programs.

In accordance with Title I of the National Affordable Housing Act of 1990, P.L. 101-625, the County of Washington has prepared its Fiscal Year 2013 Consolidated Annual Performance and Evaluation Report (CAPER) for its Consolidated Plan.

Marianna & West Beth Comprehensive Plan and Executive Summary

April 21, 2014

The Comprehensive Plan for Marianna and West Bethlehem was developed over the course of two years, with input received from planning board members as well as the public at-large. A series of seven community development objectives were developed to address priority issues and concerns.

West Brownsville Zoning Ordinance Draft now available

April 11, 2014

West Brownsville Borough has prepared a zoning ordinance as an implementation item of the Comprehensive Plan they adopted in February of 2013.  The ordinance is now in the public comment period.  Please review the ordinance and -provide written comment by 4:00 PM on Thursday, May 29, 2014.

Public Notice - Community Relation Plan and Analysis of Brownfield Cleanup Alternative for the former YWCA property

The purpose of the Community Relations Plan is to describe the Project Site’s Geographic location and the strategy of the Redevelopment Authority of the County of Washington for implementation of a Brownfield Revolving Loan Fund Program and Prospective Loan Borrower, to address the needs and concerns of the residents potentially affected by the proposed removal and clean-up of environmental contamination present at the former YWCA Building located at 42 West Maiden Street, Washington, PA 15301.  This is the start of the 30-day public notice.  The Redevelopment Authority will receive comments for the next 30 days.

Washington County Homebuyer Assistance Program

The Redevelopment Authority of the County of Washington has established the Homebuyer Assistance Program to assist first-time homebuyers in attaining their goal of home ownership by providing financial assistance for the purchase and rehabilitation of eligible housing units.

Washington County Local Share Account (LSA) Program

The 2015 Local Share Account (LSA) Information is now available.  All requests for 2015 LSA funds are due to the Redevelopment Authority of the County of Washington by 5:00 PM on Wednesday, October 15, 2014.  The Redevelopment Authority administers the LSA Program on behalf of the County.  Please contact the Redevelopment Authority office with any questions at 724-228-6875.
