PROPOSED WASHINGTON COUNTY FY 2012 ANNUAL ACTION PLAN The proposed Annual Action Plan for FY 2012 has been prepared. The Consolidated Annual Plan for FY 2012 outlines how the County intends to expend $3,225,279 in federal Community Development Block Grant (CDBG) Program funds, $522,267 in HOME Investment Partnerships (HOME) Program funds, and $337,615 in Emergency Solutions Grants (ESG) Program funds. In addition to the funding sources noted above, the County anticipates the receipt of approximately $25,000 in CDBG program income. In accordance with the federal regulations at 24 CFR, Part 91, the County is required to prepare and submit an Annual Action Plan for its Housing and Community Development Programs. In order to obtain the views of citizens, public agencies, and other interested parties, the County of Washington has placed its proposed FY 2012 Annual Action Plan on public display from March 12, 2012 through April 10, 2012. The proposed Annual Action Plan for FY 2012 will be available for public review for 30 days. COMMUNITY ACTION SOUTHWEST ANNOUNCES OPENING OF NEW ADDITION AT DONORA HEAD START FACILITY

 On Friday, October 28, 2011 the Highland Terrace Head Start Facility in Donora celebrated the opening of its new addition with an Open House. In November 2010, the Redevelopment Authority of the County of Washington awarded a contract in the amount of $499,717 for the construction of an addition at the facility which is located at 110 Gallatin Drive. The project involved the construction of a 1,500 square foot addition which will provide one classroom, a socialization room, office space, and restrooms. Hotel California Grounbreaking

 The Washington County Board of Commissioners and the Redevelopment Authority held groundbreaking ceremonies today to mark the development of a new hotel in the Borough of California. California Hotel Associates will build a new Hampton Inn & Suites on five (5) acres of land it is purchasing from the Redevelopment Authority in the California Technology Park.  Crest Avenue Apartments for the Elderly in Charleroi is offering a free month's rent to new tenants who sign a one year lease. Crest Ave Apartments has 42 one bedroom apartments available for persons 55 or older with income less than $27,300 for one person and $31,200 for two persons. The facility features maintenance and security, indoor mail delivery, elevator access, community TV room, on-site management, laundry facility, individual heating/air conditioning, refrigerator and stove in each apartment and public transportation. Eligible Applicants may qualify for $150 per month rental subsidy.

LSA is available annually and funded by gaming revenues, which are distributed through grants from the Pennsylvania Department of Community and Economic Development.  The objectives and purpose of the Program are to assist homebuyers in attaining their goal of homeownership by providing financial assistance for the purchase of newly constructed townhouses in the McGuffey Meadows development within the Borough of Claysville. Washington County FY 2010-14 Five-Year Consolidated Plan
The Washington County FY 2010-14 Five-Year Consolidated Plan outlines priority needs, goals, and objectives for housing needs, non-housing community development needs, homeless needs, and non-homeless special needs. The Plan also outlines how Washington County will utilize Community Development Block Grant (CDBG) funds, Home Investment Partnerships Program (HOME) funds, and Emergency Shelter Grants (ESG) funds over the next five year period.
