The purpose of the Community Relations Plan is to describe the Project Site’s Geographic location and the strategy of the Redevelopment Authority of the County of Washington for implementation of a Brownfield Revolving Loan Fund Program and Prospective Loan Borrower, to address the needs and concerns of the residents potentially affected by the proposed removal and clean-up of environmental contamination present at the former YWCA Building located at 42 West Maiden Street, Washington, PA 15301. This is the start of the 30-day public notice. The Redevelopment Authority will receive comments for the next 30 days.
CENTURY PLAZA APARTMENTS EXPANSION PROJECT GROUNDBREAKING

On December 4, 2013 at 1:30 P.M., the Washington County Commissioners joined Federal, State, and local officials for a Groundbreaking Ceremony for the $2.3 million Century Plaza Apartments for the Elderly Expansion Project.
The project involves the construction of 14 new apartment units that will be connected to the existing 65 unit Century Plaza Apartments facility which is located at 1880 West Chestnut Street in North Franklin Township.

PUBLIC NOTICE - HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM

The U.S. Department of Housing and Urban Development published a Final Rule in the Federal Register on July 24, 2013 to amend the HOME Investment Partnerships (HOME) Program regulations. As a result, Washington County will make adjustments to its implementation of the HOME Program to meet the requirements of the new Final Rule.
LIBERTY TOWER DEDICATION AND OPEN HOUSE

On October 9, 2013 at 11:00 A.M, the Washington County Commissioners joined Federal, State and local officials for a Dedication Ceremony and Open House for the newly renovated eight story, 104 unit Liberty Tower Highrise for the Elderly. The facility is located at 520 Liberty Street in the Borough of California.
Liberty Tower originally opened in June, 1981. It was developed by the Redevelopment Authority under the HUD Section 8 Elderly New Construction Program, which was administered by the Pennsylvania Housing Finance Agency.
This $2 million renovation, which was completed this July, is the most extensive improvement project undertaken at Liberty Tower. The project was designed by Gerard Associates Architects and constructed by Waller Corporation, Inc. Funding was provided through the Federal Housing Administration 223(f) Loan Program administered by the U. S. Department of Housing and Urban Development (HUD). Under the 223(f) Program, the loan is federally insured, which provides a non-recourse, fully amortized loan with an interest rate of 3.5% on a $2.6 million mortgage.

The 2014 Local Share Account (LSA) Information is now available. All requests for 2014 LSA funds are due to the Redevelopment Authority of the County of Washington by 5:00 PM on Friday, October 18, 2013

Summerlea Avenue Homebuyer Assistance Program
The two new single family homes will be constructed as part of the Summerlea Avenue Homebuyer Assistance Program. The homes will be approximately 1,400 square feet and include three bedrooms, two bathrooms and a one car garage. Threshold Housing Development, Inc., a Community Housing Development Organization from Uniontown, will construct the homes, which will be sold to eligible low/moderate income buyers. Down payment and closing cost assistance will be made available to eligible buyers.
Washington County FY 2010-14 Five-Year Consolidated Plan
The Washington County FY 2010-14 Five-Year Consolidated Plan outlines priority needs, goals, and objectives for housing needs, non-housing community development needs, homeless needs, and non-homeless special needs. The Plan also outlines how Washington County will utilize Community Development Block Grant (CDBG) funds, Home Investment Partnerships Program (HOME) funds, and Emergency Shelter Grants (ESG) funds over the next five year period.
